Failing Sodium lamps and the like (street lamps) can produce huge amounts of
RF noise modulated at 60 hz. - would be apparent only when such lamps are
operating.

The EMF from a hi line at that distance is certainly enough to induce hum. 
In fact, I wouldn't live near those things.
