I believe the usual story is that the dairymen definitely experience actual 
problems,, and the utility never admits  to them being a cause. I think the 
problem is not universal and may manifest itself at certain "ends of lines" 
or other location  related loci, and/or may be related to grounding.

My wifes cousin had some type of effect that was severe enough that she 
slepy outside the house in a camper to avoid sympyoms, until the house 
electric was completely reamped. The problem was grounding related.
