I've never been to Washington in the summer, but I believe you.  It's a 
wonderful place to be.  The midwest would benefit greatly from diminished 
humidity in the summers, but I'm not sure how to bring this about.

And your point about rainfall and "days" of rainfall is also correct, of 
course.  We get much of our rain in buckets.
