Well if I had the resources to figure this out this is how I would start to
do it.

Rebuild an AO-28
Match caps to coils on a TWG
Set the gain of each tone to match the published GG frequency curve.
If this sounded good rebuild 20 to 30 more AO-28's.
Using the same TWG, make the gain measurements at the GG terminals noting
any differences to obtain a tolerance.
If all of the AO-28's sound good then I would then move on to different TWG
to conclude the results.
