  It sounds perfectly fine. Not a rectifier but a low vacuum voltage 
regulator George Benton has this excellent web page. People even make night lights out 
of these things. The Leslie dropping to slow is also normal. The Leslie needs 
the preamp rectifier to heat up before it will click to 'slow.' Fast is the 
relay default state.

     My first check before looking to the electronics would be check the 
expression pedal linkage. Especially the brass collar around the variable 
capacitor shaft. loosen the set screw and see if you can turn the shaft for more 
volume then reset it.

            Cabinet heaters are not stock.

   Leslie amps are easier to rebuild so they usually get the treatment first. 
If the pre-amp is rebuilt you're lucky. but yeah most pre-amps I've seen are 
not rebuilt and past peak of freshness.
