The volume tab is connected to the E and F preamp connections.

Disconnect these from the preamp and you should have soft volume.
Shorting across (the now disconnected) E and F should give normal volume.

If you do not have soft volume with E and F disconnected then a look
inside the preamp is needed.  This will likely be just a couple of
parts -  not a complete rebuild.

If you do have soft volume with E and F dsconnected then a look a the
switch and associated cabling is in order.
