I guess I would swap the 6C4 tubes with one another and try a new 12AU7 tube in the V7 spot. That should diagnose whether one of the tubes is bad Then I would check the percussion decay screw to verify that its near the middle of its travel. If that makes no difference, you can search the archives for the procedure(s) for "zapping" the percussion circuit, which will (temporarily) destroy the dentrites growing in the percussion switches that are shorting some signal to ground.
