[HAM] STUFF INSIDE A 21-H

I've got a 21-H that has that damping material attached to the back panel  -
never knew what that was or what it was for. BUT - around the inside of the
cabinet around the lower louvers is attached a fine mesh screen all the way
around the inside of the cabinet. Has anyone else seen this before ? Wonder
what the purpose of that was ?
