[HAM] troubleshooting the vibrato scanner

I may be stating the obvious, but is the belt still attached and 
pliable enough to be actually spinning the scanner? I'm assuming you 
have the "loo roll" scanner of the later T-series as opposed to the 
old style "Buck Rogers flux capacitor" type that is driven coaxially 
with the run motor.
