[HAM] M101 Issues

I have an M101 with non-working vibrato and reverb. 
   
  All the tubes glow their proper colors in the reverb amp, but when it is engaged, all I get is a buzzing/humming sound (kind of like the interference you hear when you plug a guitar into an amp). I resat all the tubes and switch comparable tubes' places, to no effect. 
   
  The vibrato does not work at all. I tried loosening the scanner, but all I can make it do is turn very slowly with a great deal of force. Should I remove it and rebuild it?
