It might be Edwards' version of the Krueger Bass, which is a device to 
create a pedal sustain effect.  It consists of a power supply, a board with 
tone shaping circuits and a set of pedal contacts.  I have one of these, but 
I haven't installed it yet.  If you want to post some detailed pictures, I'd 
bet the list can get you going.  As another thought, you might try emailing 
BB Organ info at bborgan.com .  Bill Brown is not on this list, but he has 
serviced most of the organs in the Minneapolis area, and I expect he has run 
into Edwards Bass systems from time to time.
