[HAM] Really ignorant question about measuring capacitors

Sure...I'll tell everyone how much of an ignoramus I
am....If you want to measure the value of a capacitor,
or any of the components, will someone please give me
a quick explanation of how to use a voltmeter
(voltimeter?).  Specifically, can you just put your
test leads on caps w/o power and see if they're within
specs? The current thread about replacing caps has got
me really wanting to know. The list has been a little
slow anyway, so I thought it'd be a good time to ask a
novice question.
