Perhaps Bill has mistaken Austria for Australia?

During WWII practically all private cars in Germany and Austria were
running on wood gas because gasoline was only available to the army.

I don't know if this was also in use in Australia; as I said in Germany and
Austria it was the rule from around 1941. Most of those cars disappeared in
the late 40's.
