Chances are that either the black or green wires to the W & X terminals have
an open in them or the sustain switch on the expression pedal is stuck open.
 
It's worth a shot.

  now the problem is that my bass
pedals are sustaining for some reason.  when i turn on
the organ, a bass note is playing and wont stop.  as i
hit a new bass pedal, the new note sustains and wont
