I generally start any rebuild/restoration with the power supply because knowing your power supply is good is necessary foundation before deciding which direction to go with the rebuild. There have been times in my projects when a fresh power supply solved so many problems that a complete rebuild seemed unnecessary. Aged electrolytics can act as tone-shaping components in and of themselves.
