Yes, it is good idea to check all components so far as you can before installing them to make sure that they're what they're supposed to be. I think that's one reason the old-style capacitor checkers are still hot items in eBay. They allow you to check them at rated voltage. Whenever possible, I will put electrolytics I'm using through the reforming process to check them for leakage, etc... They can de-form just by sitting on a warehouse shelf for a long time. In my Hi-Fi amps, I've gone so far as to build them with all metallized polypropylene power supply capacitors. Zero failures so far, knock on wood. You can use Solens or the ones sold as motor-run caps in metal cans.
