Changing the TWG caps is the last thing to try before throwing the organ 
away, not the first thing.  Its a high risk project that's most successful 
after one has experimented on a couple TWGs first.  One usually tweaks 
specific coil sets after closely analizing each tone before trying a 
wholesale swap.  A fresh set of tubes, rebuilding the pre-amp, cleaning all 
the contacts, re-solderering any cold joints and rebuilding the vibrato 
system are all things I would try first.  Check that your speakers are not 
suffering from holes or dry rot, too.
